I reset yesterday after I got all my candy and masks so I could play the game properly, but I haven't got a letter from Jack today, do I need to go back and talk to him, or go back a couple of days to get the letter to do halloween tonight?
The letter is just a reminder. Festivals should still happen at their original date, unless you haven't settled into the game yet. If you start your town on the day of the event you will not experience it. Check your announcement board to know if it's going on.

If the event isn't happening you should travel back some days and go forward 1 by 1.
