then the day it is finished
then the next day you get one.

yeah I paid then next day had the ceremony then I'm on the next day resetting and there's no campers sigh

The trees are not too close (if they were, they wouldn't have been able to grow). Maybe try to TT day-by-day by using a new character to check until a camper appears?

I was then I gave up and one appeared so I ruined it I think sigh

Did you do the ceremony for it? Just a guess that if you didn't do it, it might not happen.
