so im using my little sisters acnl copy to find some dreamies and i found a few popular chars i can trade off. problem id, im really lazy to go through the entire song and dance so...can you trade neighbors even when you havent completed the development permit?
As long as they ask you to move, I think so, but if you haven't completed the development permit you don't even have 9 villagers yet. But if you do, then yes, I believe you can as long as they ping you and ask you to move. The permit means you can't get PWPs but that's it as far as I know.
Yeah, the permit is only for PWPS and stuff like that. I got a villager asking to move at 9 villagers when I didn't get 100% approval. It should work, they'll ping to move eventually.
