Well Redd is confirmed as being in the city, you got a quick glimpe of him in yesterday's video from the japanese site.

And one interview with an NOA representative said he has a store in a back alley behind some boxes, how suiting for Redd...

I would expect so...It IS Redd after all...

Redd is found in the alley in the south-west corner of the city on certain days. You still need a password to gain entry.
