Need to visit a town with Shampoodles

I'm playing on a second cartridge and my mayor's hair is bothering me so much. I hate it! And I have no idea how much longer I need to wait for Shampoodles to open in my town. Can I drop by someone's town real quick so I can change my hair? I only have a few perfect apples I can offer or bells.

Could I also do it for the second character I have in my town as well? I have bells and/or apples or perfect apples to offer.
