Need help making a decision about landscaping in my town

I've always wanted a park in front of my town hall, but thanks to the awkward placement of a pond and two rocks in the area, I'm having a hard time filling it with pwps or making it symmetrical and pretty. This space has been sitting empty for months because I can't figure out what to do with it.. Also, I've realized that I really don't like not having a direct route to the town hall. I have to either walk through the park or around it, and I can't run because there's no main road. The area is too big to really show in a screenshot, so here's a crude drawing. The grey dots are the rocks, the green border is my hydrangea hedge.

The first drawing is what it looks like now, the second drawing is what I'm thinking of doing. The park would be smaller and I'd free up some space plus I'd get to have a main road leading to the town hall. It's just that it took me a long time to get all those hydrangeas and it makes me sick to think of pulling them out, and possibly not liking the end result.. Should I do it?
 
I think the pros outweigh the cons in this instance! There are always people selling pink hydrangea starts, too, so you could always buy more :C
 
Both options seem good in my eyes. It really comes down to your opinion. I'd personally go with the first one since it uses less public work projects of your quota (you can only build a maximum of 30) and it is big enough to pass as a mini park. The second option with the two fountains isn't a park in my opinion haha. It's up to you, though.
