Are you sure it's a QR dress and not a design that someone kept for themselves?

Do you know the name of the town or the character? Where did you get that picture of their character? That could help us narrow it down, or help you find out if they have a blog or something where you could ask them. Maybe it's not a qr but just a design they've made for their own use, I have lots of clothes that I haven't turned into qr codes and just made for myself.
