Need help :( Can someone answer this question?

Okay so Fuchsia is in boxes and my friend has 9 villagers and is getting her to make up her 10th spot.
She has never had Fuchsia before and when she comes in to get her, Fuchsia doesn't offer herself to move in?
I then got my other friend who also had 9 villagers to test it and try see if she will make the offer.
She offered to my the second friend but not the other?? WHY IS THIS >.<
PLEASE help!

Hmm perhaps someone made a house plot but your friend hasn't noticed and is planning on moving in the next day!

Ask your friend if there is a house plot in her town - help her find one there must be or should would say yes!

This happened to someone who tried to get a villager from me before. The most likely reason is that someone moved into your friend's town from the wifi void or Street Pass. If they're plotting they won't show up on the map and plots can be easy to miss. Try to find out if there's one that you may not have seen.
