Need advice to get villager to move out.

Ok so this has probably been posted a million times but I need some serious help. I have a villager named Elvis the cranky lion and he's been in my town for about 2 months in game time. I've been cycling and have tried everything. I've ignored him, befriended and nothing works. I really want him out and i currently have 10 villagers in my town. He is not the most recent villager to move in. I had another villager move out after he moved in.

Make sure that you're relatively close with them otherwise they won't budge. This TT method works for me because I don't TT my gameplay, only exclusively to get villagers in/out if a trade has been made. It can take a few hours, but I've never lost a villager
