nat won't take my bugs??

for starters: im playing with welcome luxury instead of base game if that helps at all!!
but the bug-off is happening in my town today, and for some reason nat won't let me submit my bugs to the contest? he just keeps asking if i need to learn the rules, and when i say i know them, he says to go get insects. i HAVE insects in my inventory!! but he just keeps asking if i need to know the rules!! ive tried saving and ending multiple times, catching a new bug after he says that and coming back, and nothing changes

Late answer, but Nat will only accept bugs between 9am and 6pm. Could that be the problem?
