My Caampsite is always empty

My Campsite is nearly always empty and when I do get a villager (I got Marina recently) they never want to move and I didn't even have 9 or 10 villagers at the time.
Is there a way to get more villagers to visit your Campsite or is it just my luck?
 
It is random, unfortunately. However, you can always create another character to check whether there is someone you're interested in in your campsite and build their house if you've found one. You don't have to save if it's not whoever you wanted it to be.
 
Once you load your mayor, Isabelle will save any changes so if there isn't anyne you won't be able to make a camper appear unless you time travel one day ahead, so you have to create another player without loading your mayor. And if someone appears and you're interested in them, all you have to do is create a house for this new character and then save, so that the camper will stay there. You can then get rid of that character and play with your mayor.
 
It is random if a villager will be in your campsite on any day. I don't think a villager can deny moving to your town if you did only have nine villagers currently in it. As others have said, you may just have to talk to them a loooot. It took me a good long while to get fauna to actually move to my town from the campsite.
 
I was trying to get Marina to move in but she kept on saying that she didn't want to leave home. So I thought that it might have been something about my town.
 
I've had campers refuse to move in, saying they don't want to leave their town.
You just have to persist.
I've had to talk to them over and over and over again until they were finally like "well okay".
It isn't always that hard, but sometimes it is.

A trick has already been suggested about how to get campers so I won't repeat that.
 
I'll try the trick to get villagers and then if I get one I'll be persistent.

Yeah that's a good plan.
I had Freya in my camp in one of my towns before I Reset, and she refused to agree to move in, I believe 2-3 times if not more before she FINALLY decided to move in.
So they can be a pain in the butt sometimes, but if you keep at it, eventually they should agree to move in.
 
It took more than 30 times to get Punchy to move into my town, I took a break (2 hours or so) and when I got back into the game he was more than willing to move in. Just keep trying
