Moving Villager Question!

Question:

Do you need to have an approval rating to have villagers to move out? I restarted, found a villager I was looking for, TT'd and I have 9 villagers but no one has moved and I have TT'd for months?

You need to have the approval rating at 100% and have the island I think.

That's not true. I recently restarted my second town and someone tried to move out even before I got my approval. I just think it's annoying to have Isabelle constantly remind you about your approval though. x:

I needed to unlock the island before anyone moved out.

no, you don't need to unlock the island.
i am not sure about the approval rating though.

I had villagers move out a lot quicker once I had the 100% approval rating in place.
