You can't get a villager from a campsite. If you want to sell her, you have to have her move in, get her into boxes AND THEN auction or sell her off. Have fun with that.

(needless to say it's going to be a while before you get your 20 million or so bells, but she will sell. Try to keep her original, people will pay more.)
