mazes and bushes

i'm in a bit of a pickle: i'm trying to create a pretty sizable maze with holly bushes. problem is that after every 12th? bush the next one dies and i haven't even planted the trees yet, so it's more difficult than i anticipated.

does anybody have some tips/tricks/anything that could help?
 
You can only have twelve bushes in a direct line/otherwise touching, this is inclusive of trees and stumps too (so if it’s shrub, shrub, tree, shrub, the tree still counts as 3 out of the 12); the next one planted will always die off. I’ve never done maze building before, so sadly I can’t offer more than an explanation for why they keep dying off Dx
 
First I'd say count out your area for the maze in game. Such as, your maze is 20 tall and 16 wide. Then take a piece of grid paper, map out that 20x16 plot, then plan on that your maze, while keeping in mind the 12 rule. While planning on the grid paper, it allows you to make mistakes, erase and restart. It's tedious, but this way you don't waste starts and trees.
 
I also agree with mapping out your maze on paper or a computer to avoid wasting trees and bushes. I think it will help in the long run.

I would like to build a maze in my 2nd town when I start it, but I didn't think it would be possible at first due to the 12 bush/tree limit. Then, I visited a dream town that had clumps of bushes in different shapes (sort of like Tetris pieces) surrounding the flower clock. I think if you did something like that, it would be more successful than creating a maze with a bunch of straight lines of bushes and trees. You won't be able to close it off completely, so you can either have multiple entrances or plant flowers as a symbolic barrier in the open spaces, but it gives the illusion of a maze.
