it depends if your expected move in is your 9th villager or your 10th.
if it is your 9th, then yes marshal will move in.
if it's your 10th, marshal will override whoever you invited and will move in instead. ~
adding you now & will open the gates once it registers.

I restarted my town a few days ago so I only have 6 villagers. And okay will add you now

actually.. i worded that wrong. even if it's your 9th villager - if yuo invited them from campsite or another town marshal will still override that villager. :c
