Marshal in my campsite

I don't actually know if someone from a different town can get a villager to move in from someone else's campsite, but I don't want Marshal to move into my town and I know he's pretty popular so if anyone else wants him just ask and reply with an ideal time + your time zone.
(If it's not possible for them to move to another player's town just ignore this post...)

I’m pretty sure it’s not possible, I’ve tried it before. But it’s nice of you to try to give him to someone he is Super popular.
