I actually looked into that!
Apparently, as long as you have the space open in your town, if you visit one where Eunice lives, you can ask her if she would move to your town. I think it works similarly to Wild World's system for asking villagers to stay. It may take a few tries, but they eventually cave in and say yes.
If you'd be willing to test this out, I can open my gates whenever you're ready!
