I need a 10th villager in my spare town so maybe animals will start to move. Anyone is fine.

You don't need ten villagers for them to start moving out. In my last reset town I never went over 9 villagers. :)

I've skipped 5 months day by day, doing everything I could and no one pinged me. Not a single person moved out randomly either.
