I've gone through over 100 fortune cookies and about 200 play coins and I have yet to have gotten Link's hat. Now's the time to just buy it from someone I suppose haha. I have 2 majora's masks and some other Nintendo items I can trade for it. Or I can give you bells/blue roses.
