Limited Bugs/Fish in local Play?

Whenever I try to play locally with my friend who has their switch in the mont of July, we can never seem to encounter beetles or Sharks. Is this because we are using local play and not online?

I noticed spawn rates drop when you are playing locally or online. Not sure why but it just does
 
I don't exactly have an answer, but a partial solution: are sharks able to be spawned by bait? If so maybe that can be a possible workaround to getting them to spawn if its true that they spawn less in local or online play.

I also noticed that butterflies in me and my online friends' islands that are usually constantly spawning end up slowing down, I'm not exactly sure why they'd do this if it was intentional, but I also wouldnt exactly be surprised :O I've fished with friends in my town and I used bait and the spawn rates of those fish specifically seem to be unchanged, I managed to get a lot of rare fish in little time with bait
 
General rule of thumb when it comes to video games is creatures and items generally spawn in set locations on a timer, or off screen. Animal Crossing tends to use the 'off screen' method. If you have more people online in your town, more area is covered so sometimes things can have trouble spawning in.
