Last villager to move in won't leave?

The other day, I found Rosie in my campsite. I invited her in because I knew my sister would love her. Afterwards, when I was reading guides on getting villagers to leave, someone said that the last villager to move in never wants to leave. Is this true? I would be stuck with three peppies if that was the case. That's too much pep.

Pfft, there's no such thing as too much pep.

But I wouldn't say that's true--I've had the most recent villager move in and then want to move out like less than a week later so...

Same thing happened to me with Freya. It took her a month to move out, and it was only because I decided to let one of my dreamies go since she had poor plot placement in the first place. Quite literally as soon as she moved out, Freya pinged me to leave. I think something might be weird with campsite villagers. (I used the TT method as well, diligently)

It's all random, unless you literally find the villager ping event algorithm and start determining when they should occur.

I had / have the same problem (see my started thread on the matter)

I managed to TT a last moved in out but it really really took ages in order to get an open spot to finally get my last dreamie, two days later another (nightmare) villager moved in taking the open spot

SOOOO
I now have the same problem, and again the last one is very very stubborn and driving me mad since it's an urgent matter (see my thread)
