Ok, so I am very new to time traveling, and i will never attempt it again. I wanted to go ahead a day to get rid of a camper fast, and I found myself switching from tomorrow to today at least four times. It is today in my game and I heard a rumor Rory was moving. Sadly, I had to turn the game off for something so I couldn't save. I went back to Tangy, the one who said Rory was moving, and she didn't say it again. Rory also never pinged me about his move. I think it had to do with the time travel. Is there anything I can do to keep him, or other villagers who are moving from the travel, from doing so? Thanks in advance because I literally got a luck run with one of each type and two peppy so far. Rory is my only jock villager so i don't want him leaving.

Rory needs to be outside and about town in order to ping. Otherwise, he won't ping you. Empty your pockets (so you won't get pinged for items), talk to Rory a few times while he's outside (like 5+ times). If he says nothing, save and reload, then go find him again. He should ping this time around. Rinse and repeat if he doesn't ping but in my experience, a villager who is due to ping will ping you on the second time if they didn't right away.

It may have to do with how you TT'ed too. I guess it's possible you won't get pinged at all if Rory's "pinging date" has passed and you missed it so he set a leaving date. You could try talking to him. In my experience, up until the point when a villager is in boxes, they'll sometimes ask you if you're sad about them leaving or talk about how sad they are and that gives you another chance to ask them to stay.

The best way to TT is this: start the game as your Mayor, save and quit. TT ahead using your 3DS clock, then create a side character, go through the whole Rover sequence in the train, then when you get to the part where Porter gives you the map (or when you can walk outside to check the campsite) do so. Check if the villager who is due to move is one you don't want. If any villagers you'd like to keep are missing from the map, quit without saving, TT back again, then reload the game as your mayor. Then do the above until they ping you or you get them to ask you in conversation.

Another thing that can affect pinging are events, if you have any events coming up in your town.

Another thing is...do you have a second character? If so, the mover will often speak to the other character, thus giving you a chance to talk them out of moving.
