I got my info from aforestlife, I consider her quite reliable, she did her own experiment to prove weather or not it counts.

Hm yeah now that I think about it, her experiment was she had other players visit from another town but the shop wasn't unlocked for her. Sorry about that, I need to stop poking in posts like that.
