If you talk to Isabelle at the front desk and say you have a problematic citizen and say Julian's shirt is all wrong, the next day he will return to his original shirt. I've never actually done this myself, I'm currently about to TT to see if it works, but I've had others tell me that it does :3

You know you can talk to Isabelle and report Julian as a trouble maker right?! If you do so and choose the "His (her) clothes are wrong." option, then that changes his clothes for ya.
