You do know you can only summon them with the amiibo figures, right? By the sounds of it you are trying to use the cards, and that's not how it works!
Basically:
Cards = Pictures of the character and then random items
Figures= invite them to town in their RV
Hope that clears up any confusion! And yes you always go to wisp for amiibo character summoning, you go to Harvey and ask about wifi for the new 7/11 villager Filly, etc.

It's a little confusing at first, but you'll get used to it! Basically the only way to get RVs is through the amiibo figures, or special RV cards (cards that show the RV in the background, basically the new Sanrio set and the returning villagers cards)
