Issues with HHA badges and prizes?

I just received the letter that I reached 300k points, but Phineas never gave me the silver or gold badges (and I always talk to him twice to make sure there's no other badge), and the last gift I received was the gold plaque.

I am very confused. ):

ah, that must be it. it doesn't explains the lack of prizes though. is there any way to cancel the theme challenges?

You also won't get any of the HHA gifts except for gold house pieces when you do the theme challenges.

I thought he did come in the rain... Or maybe that was just clouds.
