Well, that's not entirely true. When a campers in your town, and if you have 10 residents, that's technically 11 "residents".
Sounds like something that's written right after the game was first announced and detailed were still unclear.
I also say 10 villagers, because according to Isabelle you need to own a house (or a plot of land) before you can be registered as a resident. A camper doesn't own land or a house. It only utilizes that what is provided by the mayor. If you count the camper as a full resident than every special visitor who sets up a tent at the plaza should also be considered a full resident.

Technically, yeah. And then you can have 4 human characters. Altogether that's 15. And then special visitors make 16. So technically you could have 16 villagers at one time.

Oh yea, I completely forgot about side characters. Also, they can own a plot of land so even if campers and visitors can't be considered residents, side characters definitely can. o;
