I have seen people selling it and looking for it before, meaning it might be out officially, unless they are using powersave or something like that

On the DLC thread it was mentioned as being officially out iirc. Also if it wasn't people wouldn't be able to sell, trade or talk about it. The mods were very clear on that before.
