Is this a glitch or just rotten luck?

I say bad timing. no one asks for pwp's in Corvidae. Everyone asks for them in Shika and that town is even newer! I don't think it's a glitch. Just bad timing.

Personally I had to spend a lot of time on the beaches to get a few PWPs. Some days there are no requests, while other days I get at least once a week. I guess it's just random. It can be super frustrating though. :/

It's probably just bad luck. I've had my town for about a month now, and I've gotten two PWP requests without any tricks, just by doing work around my town. Keep trying and don't give up!
