is it true the 10th villager won't move out?

so i just started my town up today, and i got a void move-in, which unfortunately took up my tenth villager spot. the villager is ankha, and although i know she's popular, she doesn't fit my town's theme.
i'm super salty over this because i heard, and even in my experience, that the 10th villager will not ask to move out unless someone else leaves first.
the rest of my villagers are my dreamies, and i really don't want to give any of them up.
i'm really upset over this because i've had an unwanted villager as my tenth in another town as well, and i could not get them to move out until i finally let one of my dream villagers leave. i don't want this to happen again, someone help me ;-;
has anyone had any experience getting the 10th villager to move out, without getting someone else to leave first?
 
I've had the 10thvillager move out.
They were a StreetPass surprise; wasn't expecting them at all.

really?? maybe i just had really bad luck trying to get the 10th villager to move. but if you say it's happened, that gives me hope! i'll just try my best to try and get her to leave eventually.
 
It's definitely very very hard. Most people I've talked to have never been able to do it. With that said, I know it isn't impossible so if you're dedicated I'd just keep trying.

But it's very hard to make the last 10 move out

is there any specific method for getting them to move? or is it just random, as always?
like should i not talk to her at all, or only introduce myself, or try and build a friendship with her?

No, 10th villagers will move out like the other villagers do. They'll move out eventually.

Well I just fund it easier to talk with her once (as in introduction) and ignore
But it'd pretty random like all the others villager
 
They can definitely move. I have had them move in one day and then they can be the first to move out the next time around. It is rare but it can happen and has happened to me. As for easier ways of getting them to move, while it is said to be random I have moved out all unwanted villagers and moved in all dreamies for two towns of all cats in about 2 weeks time. I befriended them to the highest level of friendship(this doesn't take as long as you might think if you time travel a lot but go day by day doing it. Then I will ignore them for a few days(again all done by TT) and then they are usually the first to want to move. This is not fool proof. Nothing is. But have found through a lot of cycling and just regular game play the ones that want to move the most are the ones with the highest friendship level. This doesn't mean I have their picture but just that their friendship level is higher then some of my other villagers. But again nothing is fool proof and what might work for some doesn't for others which is why it can or said to be random.

I have found this too, in my experience. Which is why often I am the most devastated by accidental moving of villagers because I haven't been playing my game, and why I feel like none of the ones I never talk to never surprise me by leaving.

It's a bummer, but I should be more organised, really.
 
I totally agree with HMCaprica! It's always the villagers with the highest friendship rating that asks to leave for me as well. I've done the ignoring thing to one's I want to leave and it doesn't seem to work for me.
 
Yep, I agree that they ask sooner if you have a higher friendship. Ignoring unwanted villagers has never worked for me lol
 
Lol thanks guys! I have tried to point this out to others but they are the ones that insist that because most websites say it is random (and should be) that what I and others who have done very lengthy experiments on this as well say it is just coincidence. If it was coincidence and if you are doing it from a purely scientific approach then those patterns should not happen if it was suppose to be completely random. But I didn't design the biometrics of the game so of course myself and anyone else can't say these things for sure. ;)
 
Also, really random (sort of off topic and might just be a coincidence) but I just noticed this week that the villagers who have been asking to leave, one after the other, have been going in a clockwise pattern (based on where their homes are situated in my town). :o
- oh, and it's the older ones, not the recently moved in ones!

It is extremely rare. Those who have managed it I think it's more by luck than anything else. The amount of cycling I've done in my main and cycling town and Ive never had the most recent move in moved out. I can remember desperately trying to get Roscoe out my main town, had to let somebody else go in the end, I tried everything. So I'm not sure there's any method that anybody can guarantee you would work for this. High friendship levels do make villagers more likely to ping you, but I've still never found this with the newest villager
