Is anyone having a lack of Fashion Checks?

Alright, so I've been noticing that Gracie has literally never showed up in my town, not once. I'm not sure if there's a certain amount of bells you have to reach before she visits, or if It's just plainly randomized, but has anyone else had a lack of her showing up in your Town Plaza?

For me I continue to buy out everything in nooks store everyday till I finish the final check.
She appear rather fast for me. Every week.

Not sure whether this is the solution though.

I think you have to have spent at least 70K at T&T before you see her.
