In game time always incorrect

So I decided to start playing New Leaf again using my roommates 3DS and no matter what I sent the systems clock to, the in game time is way off. For example I set it to today date, which changed the in game date from sometime in December 2019 to October 2021. Is there something wrong with the game itself or possibly the internal clock somehow?

the in game clock can be changed from when your talking to isabelle and does not run from the systems clock if that's what you mean?

I figured out my issue.

Because it is not my system, I am not the mayor. I had to boot up using my roommates save to have access to the in game clock.

Edit: I could actually do this from my characters screen too. I'm just dumb apparently.
