i read somewhere that after welcome amibo released there was an update. they said that the update made it so new villagers moving in wouldnt be able to place their plot on paths. they also said that in order to make them move in where you want you could cover your whole town in designs.... im so mad bc it was apparently a lie and now my town is completely covered in designs and its going to take so long to erase it all AND NEEDLESS TO SAY IVE BEEN PLOT RESETTING FOR OVER 5 HOURS (ongoing)

I don’t think it’s a lie. It’s tried and tested. And you don’t have to put path literally everywhere, just open spaces where they can easily move in and you’ll need 1-2 paths on it (around the 3x3 area) So what I do is to put a single “flower” designed path so it doesn’t look awkward.
Oh, and let’s say you have 3x3 hybrid flower area, they can move in there too. So put a path in the middle.

It's not guareenteed to work in the apot you want on the first try, some villagers can be stubborn and not want to move into that spot. Happy that you got the villager where you wanted ^.^

They only move on paths if there's no other place for them to go, we me see a good spot, but the game sometimes is blind.
