i think so, yes

in a fishing tourney if you're not there the bulletin board puts up who won also i bet for holidays that don't have participation they'd still have isabelle out in the plaza and get to see whatever the event is

Yes they do. One of my extra players didn't play during the fishing tournament. At 7pm I switched to her and all the villagers mentioned the tournament and that she should try it next time.
