I don't have many, I think the only villager I really know I want when I get ACNH is Raymond. Yes, you heard me, the highly sophisticated kitty who goes "Crisp" when he talks.
If you have/are going to get/hope to have Animal Crossing New Horizons, who are your dream villager(s)?

My dream villagers are (not really in any particular order):
Permanent
-Punchy - have - my #1 cat and bff
-Kiki - have - my #1 female cat
-Rudy - wasn’t initially one since he was my starter, but now he is never leaving (unless i mess up his house again; then I’ll use his amiibo card to get him back) - have
-Raymond - have
-Ankha
-Marshal
-Rosie - have
-Merry - have
-Roscoe - have but am considering letting go because he sings too much and I don’t like the cranky singing voice
-Lolly
-Sherb - have
-Lily - had - she had starter house and a flea, so I had to let her go. Plus I wanted Lolly or Marshal more. Would love to make her permanent if I had more room
-Dom - had - he grew on me when he was on my island, but grew even more on me after I let him go (dang @Reneezombie and her Dom guilt tripping me with those eyes xD). I’m considering replacing one of my permanent villagers with him.
-Gaston - I miss him. He was an unexpected favorite amongst my NL villagers. I initially didn’t like him or his mustache but now I just adore him and can’t imagine him without the stache. It fits his cranky image.
-Puddles - my BFF girl villager. I was considering having her on my island but the NH peppy dialogue did not seem to fit the Puddles I remember. I thought she seemed less peppy tbh, or at least from what I remember.
Temporary resident - Villagers that I’m Extremely Interested in (and probably would keep if I had more room):
-Frobert: I designed a house in HHD for him and ever since then, I have grown extremely fond of his design. Here (earliest version) and here (slightly updated version).
-Drift: I love his colors and smile. I have been interested in him since NL; more so now that I have seen him on one of @LittleMissPanda’s islands.
-Static - I love villagers with appearances that don’t match their appearance. Static is one cool looking squirrel; I love his colors and design.
-Poppy - so adorable! One of the cutest squirrels in my opinion, even though there are so many.
-Pecan - I never was interested in her because of the eye shadow, though I never disliked her like I did the ones with heavier makeup since I always recognized there was something pretty about her. After meeting her at @LittleMissPanda’s island, I was convinced that she is another villager I would love to stay on my island for awhile.

I have the amiibos of my dream villagers, so thankfully I didn't have to island hop for them. I got lucky with Chrissy and Francine as I found them both relatively quick (I wasn't planning on having them, but once I found Francine, I knew I had to find Chrissy too). I still really want Judy, though, and I'd let Marshal leave if decides move out.

The dreamies I have in New Horizons are Boots, Felicity, Fauna, Lucky, Chief, Apollo, and Lily. I’m just missing three more: Pekoe, Stitches, and Kid Cat. There’s three different people gifting me each of those villagers, so I just have to wait for Chadder, Eloise, and Savannah to leave. Then I’ll have my permanent villager lineup completed for NH! 
I have a lot of villagers that I like and I like to rotate and collect as many pictures as I can. I however have a few villagers that I’d really like and probably won’t let go for a long while or maybe not ever, them being Diana, Maple, June, Stitches and Cookie.

I put way too much thought into this. I set a rule for myself that I need to have all personalities, otherwise my entire island would be lazy, smug and peppy 
Peppy: Tutu, Tangy
Normal: Mitzi
Snooty: Diana
Sisterly: Cherry
Lazy: Bob, Erik
Jock: Teddy

Cranky: Apollo

But really there are like 30 more I'd want to keep... D: I need a second town... I have a second switch, but I'm waiting...

There is a ton of villagers whose design I adore, but my two absolute favorites are Fauna and Dobie.
i want Goose so bad oh my gosh i dont know what happened to me and why i like him so much but he's so???? the jock villagers have been growing on me and for some reason i've always been weirdly attached to the bird villagers (like the actual birds, penguins, chickens, ostriches. all the feathered folk) and he????? looks like a regular animal which i also like and omg his eyebrows???? pls move to my island SIR i beg of u. ur house is amazing id give u the rarest of flowers in ur yard.
Robin is the bird of my dreams in acnh. her house exterior is so beautiful,, i'd give her all the purple and black flowers and it'd look amazing. and she's very deceptive in that imo she looks more like a normal villager but she's NOT and she's about the only snooty i rly like the appearance of. 10/10 i'd give her the best of wrapped coconuts daily.
honorable mentions include Stella and Sylvana. Stella, i've always thought u were the cutest sheep and the update to sheep wearing shirts was chef kiss but. u looked a lot better in acnh. i still want her on my island, but idk if i could keep her forever. her house is very pretty tho 10/10. Sylvana is so precious looking but i dont know what they were thinking when they gave her THAT house exterior like why is it GREEN and GRAY-BROWN??? her color palette is much more vibrant than that it's honestly heartbreaking. i definitely want her on my island so i can get her picture but i just cannot stand her house.

It was the first day of the swimming update and I wanted to go on a mystery island to swim for different sea creatures and I happened to have an open plot, ended up finding the most sought after character in the game

I don't do the whole "dreamie" thing but I do have some favourites from past games: Gruff is my number one buddy ... Rasher, Stinky, Lily, Al, Tabby, Pietro, O'Hare ... They wouldn't stay forever, there are hundreds of characters I've yet to meet ... I couldn't stick with the same 10 forever, that would bore me to tears !!
Maybe, once I've gotten to know all the villagers, I'll make some permanent . Just not right now ...

I used to do the "top 10 dreamie" thing, but quickly grew bored of always having the same 10 in my towns each playthrough.
At this point, I have around 50 "favorites" that I'll cycle between and that solution seems to work better for me and keep things fresh and exciting. I always had a really hard time narrowing it down to 10 anyways, so this method allows me to be more open and allow anyone into my town that I'm interested in.
