If you have a campsite do you actually get random villagers appearing in a plot still

All the villagers I've had have been from the campsite or friends villagers moving over. I just time travelled for a month day by day ignoring everyone in my campsite and no random plots have appeared, nobody's moved in!

Do people actually just move in by surprise if you have the campsite? Or only friends ex villagers?

Don't know how nobody could come after one month!

If you have exactly 9 villagers, there can be no random movements except if you streepass someone.

For example, I have 9 villagers. No other villager could move in unless I streepass someone. I don't streepass and I don't go to friemds towns to ask villagers to move. The only way a villager could move in is if you invited them by campsite.
