If I had another town I'd probably just be casual with villagers there. Keeping tabs on two sets of dreamies sounds difficult. Plus, it's fun to have a rotating roster sometimes to keep your town on it's toes...

I would probably let them move in and out naturally. If they pinged me to move I would have to say yes. If I find someone I've never had in my campsite I would ask them to move in.
Right now I'm focused on going through villagers and collecting their pictures, and finding a few dream villagers along the way.
