For example, I reeeeeaaaalllllyyyyy want Pokemon HeartGold and SoulSilver to come to America already. I don't wanna wait until march.

It depends in the company.
Nintendo 1st party stuff is released in Japan first.
Sony is released in Europe/Japan/America, depending on the game, if I'm not mistaken.
Microsoft stuff comes to America first.

Of course, 3rd parties can release stuff wherever they want.

It doesn't really matter. It all depends on the company. Japanese companies (Nintendo, Square Enix) launch games in Japan first, while other companies (Microsoft, EA) launch stuff in America first.
