No, sadly he's moving away. There's nothing you can do to make him stay. 
If you want him back though, you can cycle through 16 villagers and then he can move back to town. So at least he's not gone forever.

Back in City Folk you were able to stop villagers from moving once in boxes. They removed it in this game.
I might have to cycle then thank you, arg, I had all the pandas happy and all, now this guy, I even played talked to everyone no one said anything about anyone moving, and he didn't ping either, he did ping up he wanted to trade. OMG so disappointing Thanks again.

Good luck cycling! I'm doing a cycle for Frita but I'm just getting villagers I kind of like, then letting them move when they ping. I have 11 more to go. I would time travel but it would screw up my town and I'd lose villagers I really like.

I remember in my 2nd town, Barold moved out and had to do the 16-villager cycle. I failed because Celia moved, and failed again because Lolly moved out. I couldn't take much more of it so I restarted.
