Ideas for a Sailor Moon themed town?

Hello there!
I'm thinking of making a Sailor Moon themed town.
The mayor would call Usagi and the second character Luna.
The town tune would be Sailor Moon theme and flag would be somenthing related to the anime.
I don't know which paths use and I don't know which villagers would match with the town theme.
Any suggestions?

Phil could probably be tuxedo mask since he looks like he wears a mask. He's also smug. Cranston has a mask on too.

Skye also works, because she looks a lot like Ami/Sailor Mercury.
She would work well in that town.
