I think I'm glitched, no cats showing up on nmt tours

You may already know this, but I've read that the RNG selects species first, then a villager from that species. I think there are 35 species, so the chance of it selecting a cat is only 1-in-35 (or about 2.8%) each time, if I have the numbers right. The RNG can be cruel!

It’s not a glitch. It’s just super bad luck with the generator. Personally, I have a theory Nintendo knows fans generally dislike hippos, mice, etc. so they rigged it for them to show up more lol

RNG. You have a 1/35 chance of seeing a cat, but that doesn't mean you'll see a cat 1 out of 35 islands; it means that each separate visit rolls that 1/35 chance.

The Octopi villagers seem quite common on the Islands.
That's how I got Octavian who actually moved out today.
