I was restarting my second village and I notice that the shirts change. When it is winter, you no longer have short sleeves, you have sweaters on. I guess it makes sense because Isabella's outfit changes too! I am not sure if it is the same for fall or summer.....I <3 sweaters!

Coz you can wear whatever you like all year round, regardless of season xDD

He means that when you make a new player character, instead of their initial shirt being a tee of whatever sort, it's a shirt/sweater that they come off the train wearing. I've tried it too-- it's pretty cool since not many people like the tees

Sorry I am a little crazy when it comes to cute stuff. I started a new village and all the characters*the mayors* have sweaters on vs the tshirts that are normally the starters. I really like it better because they are cooler looking that the starter outfits!

In Liquefy's faq on gamefaqs, he gives you what the outfits will be based on your choices you gave Rover, and they definitely differ between the summer and winter seasons.
