I havn't talked to the Fisherman, will I still be able to chain?

I restarted Pokemon X recently and I am now at the stage where I want to try chain fishing. I am currently on route 14 near the "scary house" do I need to talk to this fisherman before I will succsessfuly be able to chain fish?
