He doesn't sell them, he just gives them to you. But you only get one gift per day.

The balloons and bunny balloons are the rainbow of colors, it's random which one he'll give you.

I've got the bubble wand and green and red bunny balloons. Maybe a pinwheel, too, I can't remember.
