I can't get a picture

Usually, the best way of getting a picture is to let a befriended villager move out.
Doing it with tasks takes a long long time. Like, several months. Longer if you're unlucky.
 
I haven't gotten any pictures yet, maybe because all the ones that move out aren't high enough on the 'friendship scale'
 
I've been playing since the release date in June and I still haven't got one lol.
I rarely let anyone move out and always do things for them, but still nothing.

I heard a rumour that if they visit your house randomly, you're very close to receiving their pic (:
 
I've gotten all of my villagers picture, but not Oozie's yet ;_; he's a starter, got him 6 months ago, and still... nothing...

I've gotten quite a few villager pictures so far. The only thing you can do is always give them the best of the best. If they want an ocean fish, give them a Shark or even better, a Coelacanth. If they want fruit, give them a perect one that is not native to your town etc.
If villagers start popping into your house unannounced they are pretty close to giving you their picture.

Three to four weeks through doing tasks for me. I have pictures for all my villagers, including duplicates up to 8 for a couple of them.

Talk to your villagers as often as you can. They'll give you one task per day: fetching them an item, animal, or piece of fruit, visiting your house or theirs, etc.. Fulfill them to the best of your ability. And try, as someone else said, to go above and beyond: if they ask for fruit, give them something foreign or perfect; if they ask for fish, give them something rare; if they ask for furniture, customize it. Write them letters with presents attached, particularly the presents that fall under their preferred color and type. It really isn't that difficult.

Additionally, some people have found there's a minimum threshold of hours played in one town to start easily earning pictures: I've seen anywhere from 200-500 hours.
 
I've had the game since June, and I think I didn't play for 2 months during that. Other than that, I tried talking to Kabuki at least 5 times a day, then he gave it to me as a gift last week after visiting my house.

I should start fulfilling tasks more often! Admittedly, I haven't really been doing anything for my animals. Though I know some are pretty close to giving me their picture!
 
I have quite a lot of villagers randomly visiting my house, I'm hoping I'm close seeing as I've had the game since the release in June >.<
