How to start a cycling town?

Just recently my friend gave me her animal crossing game she no longer play. I have my own acnl and my own beloved town and dreamie but I always dream to get another game as a 2nd town and where i can get free streetpass and pull weed, transfering, trading and so on myself.

For now I starting the 2nd catridge as cycling town but my 10th villager won't seem to move in. Nobody will move out if I am stuck at 9th right? Will this 10th villager move in anyway without me going online or visiting any town?

PS: I suppose to have 2 3DS but I also recently lost one of it which is a heartbreaking incident for me, so I only have my N3ds with me now.

It is up-to-date, and while it is a lengthy read, it is very thorough on basically everything to operating a cycling town, (I have it opened on a tab on my phone to use it when I get a second cartridge)
