Is it only in the tortimer island (offline) or can i island hop in club tortimer??

I've tried like 150 times... island hopping yet can't find it D::

is there a specific date for it or something? please help!

You can get it on your offline island or the multiplayer island. But it's one of the rare items, so it won't come up very often. I feel the same way trying to find kappa pants to finish the costume. I've been looking for those for way too long
