How many villagers can move into an Acre?

So I recently stopped playing the game because I was never happy with my villagers being spread out across my town. I've seen lots of towns where all the villagers are in nice little rows and I want to try that too. So I've set up two rows of 3x3 free spaces with one space between each 3x3 area and 4 spaces between the two rows. I've also gone and closed up any other free 3x3 spaces in my town with patterns. I was getting really excited until I saw somewhere that you couldn't have anymore than 3 villagers in one acre. Is this true? If so it's completely ruined my entire plan. I hate this game so much sometimes. Why can't things just be simply.
 
You need to distance your 3x3 spaces by at least 2. All houses, buildings, and PWPs need to reserve one square around the whole thing that cannot be shared with another. Doors also need to have a buffer around it. 4 spaces between rows should be fine.

in an acre, you can only have up to 3 buildings (includes villager houses, character houses, retail, town hall, police, and campsite), or else nobody will plot within it anymore. also, nobody can plot in the same acres as the plaza stone or the train station
