How do you make acnl images soft?

ooh i love looking at the soft blurred screenshots people take of their towns-
it looks like they screenshotted using miiverse (gets the cleanest images) and then used the surface blur effect on photoshop. they probably sharpened the photo a little bit after that to keep the details.
i've also heard of a lot of people using this website

I think that screenshot was edited with Photoshop. I have no experience with PS so I use this website instead:

It's very popular, a lot of people use it for ACNL screenshots.

miiverse is better quality. using the in game camera makes it very pixelated and not very nice
