How do you know when the 16 villager cycle is over?

I'm trying to cycle Teddy back in, and it's been a while now and quite a few villagers have come and gone since his untimely departure, so how do I know when he's ready to move back in? Are there any signs? I haven't been keeping track of the villagers...

When he no longer shows up in Main Street.

I would have done that but he moved out before I even knew about the 16 villager cycle...

It takes 5 or so villagers before he appears on Main Street

I wasn't sure with Diana bc she was going to my friends town, so to be sure I asked someone who had her in boxes if they would let my friend try to see if she would give him the prompt to take her, which Diana did they they flipped the switch so they could still sell her.
